I note "3.18 The surveillance provisions of RIPA only apply to activities
carried out by a public authority."
The next paragraphy says:
"3.19 Overt surveillance, such as the use of CCTV (see section 5), does not
necessarily need authorisation in accordance with RIPA, provided the public
are aware that CCTV is in operation in that area. However, where cameras are
directed at any individual for the purpose of ascertaining personal
information then this could be classified as directed covert surveillance as
that individual will not be aware he is being specifically filmed. Using
CCTV in this matter, which again is a very necessary and useful
investigative tool, will require RIPA authorisation."
