Is this really about covert surveillance (i.e. without the knowledge of the
individuals) or about the use of concealed / miniature cameras that may not
be noticeable but that are 'flagged' by the relevant warning notices?
Is the intention to video a particular area? Or to target / follow /
intrude upon the privacy of a particular individual / group of people?
Consider whether DPA actually engagedm, regarding the IC's post-Durant
position on CCTV.
If it is definately covert surveillance then more to think about than just
the DPA issues. Aimed at Local Government but worth a read anyway for some
very useful guidance
