I know that politicians, say, will tell a journalist that something is off
the record - and presumably ask them to switch their recorder off.
Many "sources close to" are assumed to be the person themselves by those in
the know.
If we assume that the shock of Government Ministers was not manufactured
what is the normal procedure.
This is how it was reported in the Telegraph last Friday:
"The Metropolitan Police Commissioner faces more extraordinary controversy
when it emerged that a private telephone conversation he had with the
Attorney General was secretly recorded in Scotland Yard.
Lord Goldsmith, the Government's most senior lawyer, is said to be "very
cross and disappointed" that the call was recorded without his knowledge or
permission. He is said to "expect an explanation" from Sir Ian Blair."
Can anyone tell us how the matter came to light?
I imagine that he thought that their conversation was "off the record" and
that Lord Goldsmith was maybe thinking out loud - indeed otherwise anything
that Lord Goldsmith said could be taken to be a legal opinion?!
