Actually there are probably two questions here which might have
different answers.
1. In the true meaning of s.2(g) that you quoted, are things other that
criminal offences or allegations thereof included.
Answer: in my opinion, probably 'no'
2. Are disciplinary proceedings to be regarded as sensitive data for
other reasons (notwithstanding 1 above).
Answer: in my opinion, quite likely 'yes'.
Before relying on any interpretation of me or anyone else on the list, I
would suggest to get a written ruling of the OICs view, or if the matter
is sufficiently important, you might even go so far as obtaining
Counsel's Opinion -- that way you are doing everything that would be
reasonably expected of a public authority.
[NOTE: I do not profess particular expertise, if you really need legal
advice, ask a lawyer ..]
