Yes- I am very concerned about this but have yet to resolve the issue
completely.
Technically the petition should not be disclosed due to Data Protection but
I found that on the petition concerned- there was no FPN and the petition
was drawn up by an outside organisation (members of a political party).
The petition was then submitted as background papers to a Council Committee
and so the information was in the public domain.
I took the decision not to disclose the information to the FOI requestor but
disclosed statistics of how many people came from a particular road. The
information was anonymised fully and so individuals would not be able to be
identified.
Has anyone else found this in their organisation- it all comes down to FPNs.

Does anyone - particularly in local government - have a view on DPA issues
regarding petitions? Specifically, if residents present a petition to the
Council on a matter of local concern, are the names and addresses
effectively in the public domain, or should the Council only be processing
