I think the best approach would be to consider the expectations of
someone who had put their name on the petition - would they expect that
information to be used for anything else ? I suspect if you received a
mailshot because you signed a petition, you wouldn't be a happy
bunny....
That thinking suggests only use it for the purpose and decline FOI
requests citing breach of 1st and 2nd principles.

the Council on a matter of local concern, are the names and addresses
effectively in the public domain, or should the Council only be
