I thought there had been a few cases of people being fined for non-notification? The only one I can find by a quick search (http://www.out-law.com/page-6250) had been doing other bad things as well, but the £1250 at the bottom of the page for non-notification is a bit more than it would have cost to notify (though their statement of processing might have been interesting to read!).

I also caught the end of something on Radio 4 at lunchtime about more enforcement of cold calls to lines that were registered with the TPS, but I can't spot anything about that on the BBC or OIC websites. There was, of course, the caveat that this would only work if the company was based in the UK :-(
