Afternoon all,
No, is the short answer. It is based on other records including crimes (but limited to suspects and offenders - not victims), custody records (arrests for all offences - not just nationally reportable ones) and a few others, inherently local to each of the 43 "Home Office" forces, that do not necessarily lead to Police National Computer entries. It's a response to Sir Michael Bichard recommendations.
