An explanation is possibly that the original specifications for systems
could have been designed to remove specific functionality or make some parts
user configurable.
Generally it has been my observation that is only the case when a particular
problem is recognised with specific functionality for any part of an
organisation during the early project consultation phases, otherwise all
functionality is made completely available on a day to day basis, except
perhaps for specified and important circumstances where some user
configurations are permanently disabled.
As all DP practitioners who are consulted during the project phases will
probably be aware this becomes a very important element in DP assurance,
with wider organisational assurances being provided by experts/consultations
with those particular fields.
Subsequent system acceptance testing, (although as revealing in the
questions considered important enough to be put to the system, as the system
responses) seems most often to be perceived as nothing more than a strictly
logical task of a very routine nature necessary for gaining official
acceptance.
