No, the PABX can, and often does, send a CLI corresponding to the
extension number to the exchange for onward transmission to the called
party.
What I'm speculating is that such a facility may not always be 100%
integrated with the ability in a more complex system for the user (and
his DDI number) to roam within the building from day to day.
