There are also public safety issues here.
This particularly applies as Allan says I think to nurses etc who deal
directly with the public, but I can't recall the link or the precise issues
here I am afraid.
I did see one Publication Scheme (ASCII) where the contacts were given with
phone numbers. Besides that the FoI requests should go through a more
central process the person responsible for a particular work area is likely
to change over a period thus making the use of this sort of information
highly questionable.
The more major problem is when one wants to make a complaint to a senior
officer and one has difficulty obtaining an email address - I had a
complaint about a parking ticket and I did a search and I found the email
addresses of various senior officers by office, in the list of attendees at
meetings they attended held by other organisations.

The justification that I've been given is for staff protection. Some
areas of Council responsibility such as Social Work or Environmental
Health can make some people feel vengeful, and I don't think numbers can
be withheld selectively with our exchange equipment. Other department,
such as Council Tax prefer that all contact is through one published
number. Personally, I'd be quite happy to release my number.
