I disagree. The point made regarding personal data relies upon there being
no personally identifiable data processed.
Clearly the data controller is processing personal data in order to collect
and collate that data for specified purposes.
The subsequent release appears to use the data for a separate and different
purpose(s). (What that purpose(s) is/are has not yet been identified within
the group.)
Although this particular data is apparently anonymous at the point of
release there is no effective anonymity as many enquiries of the system are
likely to be made following contact with a known data subject, as per the
original e-mail, had the owner been legitimate.
Following that line, a general release of the data in this way appears to be
in breach of some of the principles unless scoping regulation provides
specific overriding powers and anonymity is far less specific than
previously considered to be the case.
Either way the actions do seem to reflect a specific ethical approach to
broader problems.
