"One noticeable change during the Tony Years has been the rise and rise of
CCTV. Britain is now thought to have 20 per cent of the world's CCTVs:
4,000,000 in all, or one for every 14 people.
This is the stuff of nightmares, but no one has bothered to scream: perhaps
we nodded them through because they made us feel wanted, just like
celebrities; we probably felt it was better to make regular appearances on
CCTV rather than on no TV at all.
CCTV promised to keep fear down, but has given it a leg-up. In fact, fear
was one of the most successful growth industries of the Tony Years. BSE,
9/11, and Avian Flu (Sars proved the one-hit wonder of health scares, and
now skulks in obscurity, like all former celebrities) have each contributed
to generalised feelings of anxiety. Loss of privacy has been promoted as the
catch-all cure for fear: this means that all our profiles are now being
raised, whether we like it or not.
Is cracking jokes really the most appropriate reaction to this unceasing
conveyor belt of misery and angst? The short answer is no. It certainly
doesn't do any good. Even the most piercing satire has little or no effect
on its victim."

BBC Radio 4's Today programme's Christmas poll this year is for the repeal
of a piece of legislation. Heard this morning - Craig Brown (a comedian,
m'lud!) arguing that CCTV is increasingly widespread and intrusive and
therefore the DPA 1998 should be repealed! Not for being a feeble protection
of individual rights and privacy but as if it was responsible for the spread
of CCTV.
