Ian says "A few people playing away from home and being unhappy about being
caught isn't really a case for legal action ", but surely it is? It is
processing of personal data that causes damage to the individual or to a
third party. What if, say, a hotel distributed information about the
identities of its guests, thereby revealing infidelity and thereby causing
damage to both the person being unfaithful and that person's spouse? Isn't
it a similar situation?

Indeed, but what is the issue for the Parish Council?
I think one solution may be to ensure that in future you make it clear
to the attendees that you may use their picture next year. Doesn't
solve this years problem of course.
