Whatever percentage of the population decide to shred their BT bills, it
should be larger. Organisations who accept "utility bills" as a proof of ID
will accept a phone or mobile bill as being such a bill. If you already
shred stuff (and I do), then you should be shredding BT or other phone
bills.
