Totally agree with you Brenda and even although you don't deal with FoI - the same applies...eithr people with a grievance or they genuinely want to find something out about future developments or in fact anything.

I agree with you about ' the stop the clock'.
Most people requesting SARs or FOI are niggled about something to say the least. Few say to themselves, 'The Council have treated me well. I think I'll pay £10.00 to what data they have about me' . It's usually, who complained about my dog barking/bonfire' or 'I want to see all the correspondence about that big contract my business didn't win'.
Consequently, they often give as little info as possible.......
