You can only comply with RIPA if you are a Public Authority within its
remit. There are plenty of public authorities which RIPA does not
embrace, and which are therefore prohibited from investigating. Royal
Mail is not one of those.

It does, because RIPA allows it to perform various activities (within
its framework, obviously).
At the end of the day it's all about ECHR Article 8 and "There shall be
no interference by a public authority with the exercise of this right
[of privacy] except such as is in accordance with the law. And RIPA is
that law.
