Although I do recall mention some years ago from one local authority where
they were wishing to sell personal data to private enterprise to generate
income perhaps what is more surprising is that the definitions of purpose
used to determine where and when personal data may be shared within the
public sector are not used to determine if that same data can be used by the
private sector.
e.g. 1. Educational data being used to identify and target relevant
educational material to the child or their parents by private enterprise.
2. Crime data being used to identify and target relevant crime reduction
material to victims of crime (or offenders) by private enterprise.
The later comments in this thread regarding a national ID card, or identity
number available for use by all, would seem likely to increase the resale
value of public sector data considerably and hence pressure to sell.
When looked at in that way many of the DP decisions taken at both the
regulatory level and otherwise do rather seem to reflect the purposive
values held at the time by the organisation making them rather than
respecting any other values.
When one looks back and considers purpose and use in a very logical way
there does seem to be some correlation with the legal developmental trends
in this area to reflect the public private divide.
The surveillance society replaced the information society some time ago;
those changes appear to be called modernity and progress now rather than
small incremental changes.
Looking at current blockages I expect pressure to grow for changes in some
of the human rights laws to achieve further progress.
