It should not seek to conflate passport ownership with nationality. And
if you don't have a passport the question is in theory unanswerable.

Hmm, so there's no compulsion to answer accurately? What if you
vexatiously gave the address of a different Nick landau, do you think
he'd be de-registered without any further ado?
