Soon after moving house, one of the things you don't tend to have is a
utility bill *in your name* at the new house. Would they accept one made
out to "The Occupier" (which seems standard practice for the first round
of billing). If you had a partner or lodger, would they require a
utility bill in *their* name too?
Surely it's a legal requirement that you register, but if they impose an
impossible condition, are *they* guilty of conspiring to prevent you to
register :)
And in this day and age surely they understand that a utility bill is
one of the easiest to forge or steal, and proves nothing.
