Does that include foreign governments? A photocopy of a passport is
often required as part of a Visa application. And many foreign hotels
take a photocopy of passports to register with the local police.

What about schools (and/or Local Authorities on their behalf) taking
photocopies of passports for the purposes of CRB checks?
And finally, when I enrolled my daughter at a school two years ago the
LA wrote to me asking for a copy of her passport to confirm she was
"entitled" to be educated; which seems to me to be the closest of my
examples to part (d) above, although a school does not employ its
pupils!
