Our policy requests as much ID as is necessary for that particular
case:
We would ask for up to 2 pieces of ID if we received a request from
someone who used to be a tenant 10 years ago, e.g. a copy of passport
and proof of current address.
If however one of our tenants submits a form to their housing officer
who they deal with on a near daily basis then such evidence is not
required.
If the request comes in from a third party (solicitor etc) it has to
include authorisation from the data subject.

This conversation has taken place before. We tend to get a letter of
consent if a solicitor is acting for a member of the public. With the
few requests I have had and they are usually to do with staffing
problems we know who the people are and do not normally ask for ID.
But
again, this is a very small area where everyone knows everybody as I
have stated previously!!
I think it is a bit OTT to ask for as much ID but then if I lived in a
larger city or something I can understand your precautions although
whether it needs to be so detailed I am not sure.

Surely the extent of rigour in verification should depend on the type
of
personal data involved, ie be proportionate. Personal data of a very
personal and private nature might require more precautions than
ordinary
stuff.
Also, does not verification take place at two levels: (1) is the
person
writing to me really Joe Bloggs and (2) if he is, is he the same Joe
Bloggs as the one this personal data is about? You need to be sure
that
you provide data not just to Mr Bloggs but to the right Mr Bloggs.
