I'm not sure how that potential counterexample helps the discussion of
email addresses as personal data in the context of the council exposing
a cc: list, though.
ps. I've just had a different email with a huge [approx 400] list of
email addresses. This time it's many of the participants at a conference
later this month and the perpetrator was the Greek Government :(
