I'm not familiar with Data Protection law in the Channel Islands :-(
However, for the DPA 1998, the answer is dependent on the data controller.
For example, if it were a electoral registration letter, then the identity
of the occupier gets recorded.
Incidentally, it is for that example why I check all mail addressed to the
occupier before putting it straight into the bin/recycling.
