I don't think that anyone has claimed that *all* email addresses are
personal data; but a considerable majority are, and you attempt to
categorise and treat some differently from others at your peril.
DPA in some sense defines "best practice" when dealing with data which
*is* personal. It doesn't then go on to say that you must treat all
other data with contempt.
