The true recipient can be discovered from the SMTP envelope, but few
email systems preserve this all the way to the end user.
In the mean time, when sorting out what is and isn't spam, emails that
aren't to: or cc: a recognised email address can come high up people's
list.

The "spam prevention system" I refer to is not a particular branded
product or service, but merely one organisation's (or individual's) use
of simple rules.

If someone wants to send an email to lots of different people, without
breaching privacy, they should use a mailing list application. Apart
from anything else, people might like to enquire how many names in a bcc
list their mail relay service is prepared to handle.
