As an educated guess I would say money laundering regs as the individuals
will be able to authorise payments from the university accounts and so their
ID needs to be verified.

Finance Department has just contacted me as they are completing an
application form for funding from the National Lottery.
One of the questions asks for details of all those authorised to sign
cheques on behalf of the university. Fine, no problems with that. It then
asks for date and birth and home addresses of those people. Why?
and how on earth can it be justified?
