In fact, this is Data Warehousing.
There have been questions here about commercial organisations using
Electoral Registration information etc without the permission of the subject
of the data.
This is, I would submit, no different.
As with my example of the 1981 Census, where I asked the daughter of the
house for the telephone number, I am sure that the parents would have been
even less impressed if I had said that I had got the information from the
telephone book - particularly as it asked on the form if they wanted to give
their number in the first place.
Presumably organisations might have in place ways to contact people in an
emergency.
If it is really that imperative one could actually send round a member of
staff presumably.

The people who provided their data for a statutory purpose and decided
not to provide their phone numbers, would have no expectation that the
organisation would then collect and presumably use their phone numbers,
so I doubt that this would be fair processing. To make it fair, the
organisation would need to tell people that it had their phone numbers,
and (depending on the use to which the numbers are being put) would have
to offer either an opt in or an opt out to telephone contact. If this
phone contact is for a purpose different from the original statutory
purpose for collecting the data, people would have to be told about this
too, and given an opportunity to opt in/out.
