I was a Census Enumerator in the 1981 Census (off London's Old Kent Road).
Householders were asked to provide a telephone number so that the Enumerator
could contact them firstly by phone if any information was missing - or to
clarify something on the form.
I collected a form from a household but the parents were out - I was handed
it by a teenage daughter.
I had a look at the form and I must have asked the girl if I could have
their telephone number.
After going through the forms I found that there was something minor that
was missing from the form - I proceeded to ring the phone number.
The father or mother answered and immediately they asked me how I got their
number. I then recalled that it was their teenage daughter that had given me
the number.
I then immediately went in to grovel mode - it was unthinkable of me etc etc

Any thoughts on the following?
An organisation holds personal data (Name and Address) for a statutory
purpose and now wants to append telephone numbers to this data by arranging
for a data supplier to match and append this information so that it can
contact the individuals by phone. The organisation when collecting the
personal data initially allowed data subjects the option of supplying their
telephone number, but this was not a mandatory field.
Are there any issues with this and if so what would the organisation/data
supplier need to do in order to comply with the relevant legislation?
Thanks for your help with this. Looking for thoughts on this for a paper I
am doing.
