I think this approach is not correct.
You store the data. It is about a natural person. They (or their
guardian) is entitled to what you have on file, unless an exemption applies.
The source of the data is irrelevant to Subject Access Rights, in my view.
Nonetheless, as a Public Authority you may be required to take other
considerations into account (particularly your obligations under the HRA
1998).
