It seems to me that (discussions of a National ID card aside) there are
several different levels of "proof" of ID that are required for
different activities. A few I can think of, off the top of my head:
CRB check (eg) for a volunteer at a school.
Redirection of mail by the Post Office.
Applicant for Housing Benefit/CT Benefit/Income Support
Opening a bank account.
Getting a Library ticket.
Now, there are different risks involved in an imposter initiating any of
the above transactions. But it's interesting how standards vary between
one agency and another. I'm pretty sure that (not necessarily from that
list above) one *requires* a P45 as evidence of identity, and another
refutes that a P45 is evidence of anything!
Local Councils are responsible for many of these classes of ID check.
I'm a bit surprised no proper national standard has emerged (or been
recommended by TICO) for DPA/SAR related matters.
