The crucial thing about photo ID for me is - rightly or wrongly - it tends
to be the kind of ID that people hang onto. Many people chuck away their
utility bills or whatever, but they tend to hang onto their driving licences
and passports. There is a pretty good chance that the applicant who can
provide evidence that he is John Smith is actually John Smith. It's better
than not checking. People being the way they are, I'm not prepared to expose
the council to complaints that we have given John Smith's data to someone
who purports to be him - I can't guarantee this, but a photo ID check is
better than none at all. Even those applicants who are really unhappy have
not objected to proving their ID. When I get the photocopy, I shred it
immediately and record on a subject access progress form that the check has
been made.
As I said in another email, I would prefer to be in the position outlined by
Fatima in her original email i.e. check the ID with the punter in front of
you. Fatima's original message expressed surprise that her council's
standards were higher the IC and government departments. This should come as
no surprise - although there are shocking exceptions, the highest standards
of DP and FOI compliance are in local government in my opinion.

What do you (or anyone else who requests this) do with this photo ID when
you get it? Do you have something to compare it to? Do you store it for
future use? Do you just discard it without actually doing anything with it?
These are serious questions. I'm struggling to understand why people request
photo ID.
I can understand it where someone is requesting something like CCTV footage
(although there I'd want to provide something better than the photo from my
Driving Licence or Passport!), but not for most 'standard'
SARs.
