One of the things that has irritated me making requests in the past is
people who ask for information that I believe to be excessive.
Where someone knows my address, not just because they send me mail
there, but because they actually provide a service to me at that address
(e.g. my electricity company), I do not expect to have to produce any
documents proving my address (e.g. my driving licence).
Perhaps I'm missing something obvious, but I can't see a scenario where
my being able to provide my driving licence will assist them in any way
(other than the extra work involved perhaps putting some requestors
off, thus saving them money). In the unlikely situation where I'm able
to intercept the mail at the customer's known address, and can provide
them a £10 cheque in the customer's known name, but not actually be the
customer, it's highly likely I'm going to be able to get access to any
other indentification documents anyway...
