Maybe the daughter had asked the Receptionist not to put her mother
through, but doesn't want to admit as much to her mother! That's a
distinct possibility!

Yes. Like you I missed the point that the room number was known to the
mother.
Perhaps the hotel is playing safe ... on the basis that most people have
mobile phones so any call to a person could be a phishing expedition.
