What is the notion of multiple LA's?
Presumably the system would be registered jointly.
If there is a joint system, it would seem that the libraries for the 3
authorities are being run as one single library - although the stock would
be owned by the different authorities.

I suspect that the aim of working together are that the process of
borrowing items cross-LA is simplified, and also that the cost of the
system is reduced. Therefore it would appear to me that residents of LA
A would be able to directly borrow from LA B in exactly the same way
that they borrow locally without any additional measures.
Its my feeling that if this arrangement is made clear on collection,
then the notion of multiple LAs is lost anyway.

Would each authority need any access to the other authorities library

What requirements exist for a person joining a library? i.e. can a
resident of LA A legitimately join the library and directly borrow from
LA B.
The answer to those questions may well be pertinent in determining the
level of access which may be required to the library client data, and
hence answer the question of data sharing, joint data controller, or
appropriate access levels.
