You're absolutely right. Anyone can view the planning register and
other planning application files by appointment and we don't attempt to
redact or hide anything because of the statutory requirement to make
this information publicly available. The reason for annotating the
personal data before it goes on the website is simply to reduce the
level of risk to the individuals if their personal details were on full
view for the world to see and search. This risk is much reduced when
people are supervised when viewing the actual files.

I agree with your routine for the web site, but I would be most
interested in your views, and others on the list, on the actual
planning application files. My understanding is that the public in
general has a right to access actual individual planning application
files containing all the information being deleted from the web site
versions. This has been part of the transparency of the Planning
Procedures and is catered for by:
The Local Government Act 1972 as amended by the Local Government (Access
to Information) Act 1985
The Town & Country Planning Act 1990 (Section 69)
The Town & Country Planning (General Development Procedure) Order 1995
(Articles 25 & 26)
Again it is only when copies are to be made that DP kicks in with the
Copyright, Designs and Patents Act 1988 and the related Copyright
(Material Open to Public Inspection)(Making of Copies of Maps) Order
1989
I did raise the anomaly to the Information Commissioner's Office and was
told that they were aware of the implications for FOI, DP and theft of
identities but had not yet recognised it as an item for providing
advice.
The problem is compounded because the public can come in and look at as
many files as they want at a time, so it would be impossible redact
information from the multitude of documents, as well as reduce the
transparency.
How does Crewe, or any other authority deal with this?

that telephone numbers, email addresses and signatures cannot be seen on
the website. But names and addresses of applicants are part of the
public register and are therefore left on the published form. This is
also the case with objectors. However, we do put data protection
notices on the application form and on our website to indicate this.
