We haven't paid road tax for years :) The tax which MAY be called "Vehicle
Excise Duty" or just a "Vehicle Licence" is simply a revenue stream for
central government and has not been allocated to roads for a very long time

We pay road tax, this does not cover the cost of the road system. Those of
use who chose to run car are subsidised, to a degree, by those who choose
not to run one in general taxation. I choose not to go to Opera yet my taxes
subsidise those who do.
Many things cross subsidise other things, Data Protection is one of these
and not one of the most expensive ones. The subsidy is money well spent.

Backing up what Antoinette said while working at the UKIC (Another
Gamekeeper turned Poacher :)) I worked in the credit team dealing with the
High Street Banks.
The average cost of compliance with the average SAR (i.e. nothing to
complicated or controversial, minimal redaction etc) was £600.00. This is
for organisations making huge profits with, as a general rule, well
developed systems for responding to access requests. That's a disparity of
£590.00, who pays that? Simple the customer through bank charges.
I don't disagree with the belief that public sector data controllers, and
data controllers in general, need to be monitored or challenged but the side
effect of maintaining open government through making SAR/FOI requests is
increased costs for the body concerned, costs passed on to the individual
through whatever mechanism that body has available to them such as Council
Tax.

My only point is that there is "cause and effect" at work. Of course
everyone should have access to their information, in the same way that
everyone has a right to running water in their house; but you don't leave
your taps running all day long just because you can, because you take on
board that it is wasteful. Less waste = less cost = better society. Now
there's a Friday afternoon belter if ever I saw one! I can understand why
you might not mind wasting some of Tesco's huge corporate profit, but
bombard your local council with unnecessary DSARs and your council tax will
go up; as will your neighbours'. Is that really a good thing? I always
think of all the people who condemned the paparazzi for chasing Princess
Diana's car in Paris, but then admit they bought any magazine with her on
the front........

Have I stumbled onto the wrong list?
Was the DPA a mistake? Should people not really have access to their
information? Or should they only be allowed access if they a "proper"
reason (whatever that might be)?
