My personal experience has not like that. Some years ago I decided I'd had
enough of TV but kept my set to watch videos. I phoned the TV licensing
people to clarify the situation and was told that if I detuned the set so
that I could not automatically switch on to watch programmes then I did not
need a license. I kept it up for about three years, and in that time got a
couple of letters asking if my circumstances had changed, which was fair
enough. I certainly wasn't hounded.

Yes - apparently one of the worst things you can do is to contact them
and tell them you don't need a licence. That just makes them chase you
even more.
http://www.tvlicensing.biz/ seems to be the main activist site in this
area...
