I think this just signifies that notes such as "This one is a total prat.
Bet he interferes with goats" (cf Clifford Chance in one report re their
data on the CEO of Airbus Industrie) are gone. And they never should be
with us.
My clients are mainly private sector. We educate them not to record data
without genuine cause that "Would embarrass them, the data subject, or their
employer, if it appeared on the TV news."
It's correct business ethics, whatever the DPA says, whatever the Durant
ruling said. When stated like this everyone agrees. Obviously there are
times when one must record such data, but certainly not during an interview
or similar process.

As an FOI-able organisation, even non-structured manual data is up for grabs
- so if they asked for "the handwritten notes made by Interviewer X" I can't
see any reason why not to copy these to them. Anyway, aren't we all
supposed to be fully behind the concept of "openness and transparency"....?

People always seem to forget that subject access doesn't entitle you to a
copy of the document, only the personal data, so if it is more appropriate
you can summarise the information on the comments/scoring sheets and provide
that instead.
That said assuming you have no problem in releasing the actual sheets it is
obviously easier and less work just to provide copies.
