I presume that the rules concerning particular registers will be those which
pertained when the information was collected and published ie that any
legislation would not be retrospective.
I am not fully au fait with the history but I would imagine that any
register that has been on display in a public library - as they all used to
be in full form - should still be available for public inspection.
Indeed copies of these registers have been sold to market research
companies. I know as I worked in market research in my first job and my job
included buying electoral registers covering about 20,000 electors in 240
constituencies annually.
To do otherwise would be like trying to put the genie back in to the bottle.

PS A few boroughs refused to sell their registers and we used to go to St
Catherine's House (OPCS as was) for these.
