that certain records be kept for a certain period of time before
destruction.
Though not the same, I work for a housing association, and this is very
much like a tenant who no longer is a tenant of ours and demands that
because he is no longer a tenant we have no reason to keep his file.
Organisational policy and housing legislation states that ex tenant
files be kept for a statutory 6 years.
Check the organisation's policy as well as what legislation dictates.

I am not one of the specialists you seek, but having been at the
receiving end of treatment (both privately and on the NHS) I'm surprised
if anyone thinks that "it's all over" once the treatment has ceased.
Complications might arise at any time in the future.
