So the next question is inevitably, if someone has been arrested, and
then de-arrested (all before they reach a police station) is that
something they have to declare to the US Immigration people?

Does the de-arrestee get a copy of the de-arresting record
automatically, or is it necessary to ask for disclosure (by SAR or
otherwise)?
