Thanks Jayne- with that information I have managed to do some research
and found out what I need to know.

Dear Ros,
If the video is pre recorded (not one you have recorded yourself) then
the likelihood is that is has 'closed captions'. You can tell this by
looking at the box for a small symbol that looks like a little TV. You
would then need a 'closed caption reader' a machine that links to the
VCR which will then display the subtitles. I don't know off hand of a
supplier but someone else on the list might be able to help you with
that.
Hope this helps
Jayne

Subject: Video subtitling
Can anyone please give me some advice on video subtitling? Our LRC has
a catalogue of over 2000 videos, some that may be quite old. I know how
to access subtitles on DVD but I am not sure how to on video? I
understand that I may need something called a subtext decoder but I am
not exactly sure what that does and whether the video would have had to
have had subtitles recorded on it in the first place?
Any advice would be greatly appreciated- a google search proved
unhelpful.
Thanks,
