Well perhaps, one has to look at the specifics of each case on its own
merits. Poor access to the texts in the library isn't a justification
and I'm sure all libraries would do whatever was necessary to resolve
the issue if access was indeed poor. Students are often provided with a
photocopy / book allowance, through DSA General Allowance, this enables
them to have unrestricted access to key texts (perhaps books available
only on short term loan) and also allows them to underline, highlight,
annotate the texts, a practice that many dyslexic students, for example,
find to be helpful, but a practice that the librarians would frown on as
it defaces their book stock. A subscription for a student to receive a
monthly or weekly publication may use the above argument. However
whether a student would have need to read and absorb information from
articles in detail, specifically for their course, every time a
particular publication came out is a moot point. It would be advisable
if such a need were to be verified (in writing) by the academic tutor(s)
for the course. And lets not forget the photocopying of the article
option, for which funding is provided.

Many universities make journals more accessible by allowing free
photocopying. However, it may be easier and fairer) for the student to
recieve their own copy.
