If the student is on means tested bursary they should apply to their LEA
for DSA. They may also be eligible for a non means tested loan through the
LEA.
The NHS Unit will only consider DSA applications for students in receipt of
their non income assessed bursaries. Students who get this type of bursary
are specifically excluded from receiving any Student Support from their
LEA.

Hi Michael
Strange as it may seem, there are students who fall into this category.
With the exception of bursaries for Nursing diplomas, NHS bursaries for
non-seconded students are means tested. Therefore a student who is
taking a course for which a bursary normally applies may not be eligible
for a bursary, if they 'fail' the means testing. Instead they would
just get their fees paid by the NHS.
Whether or not a student has not met the bursary means test does not
have any impact on their eligibility for the DSA, which is not means
tested, as we all know.
So the situation with this student is that they are not eligible for the
means tested NHS bursary, but are eligible for the DSA, but cannot
access it at present due to the regulations in operation by the Student
Grants Unit.
