I suspect what your friend in Iran may be after is a music
notation package which is accessible to a blind person.
To the best of my knowledge, there is still only one such
package accessible with speech by a screen reader user.
There are two elements here.
1) Sibelius. See http://www.sibelius.com which is
primarily a music writing/publishing software.
2) "Sibelius Speaking" which runs with JAWS enabling a JAWS
user to use Sibelius. See
