As far as I know, the only thing that comes close to what you're thinking of
is Window-Eyes Professional. It will read some text in Flash animations
(depending how it has been entered). The limitations are explained on an
mp3 available from the GW Micro site:

Window-Eyes is comparatively expensive and doesn't seem to suit all users.
It is primarily intended for blind and visually impaired users and I've
never tried with people with dyslexia. I would suggest downloading the demo
and making sure it does what you want before going further.
