Even if the student was an awkward customer with holding the report
seems a bit childish. What are they going to do with it? The money is
spent, move on. It is probable that the assessment was funded via the
institutions Access to Learning fund, a grant to which the student was
entitled to apply if the were are fully enrolled at the time. I doubt
if there is anything in the regs to say the student should give the
institution a long term commitment before the cheque is released.

I suspect that there is more to this than meets the eye. Perhaps the
student
caused the college some expense that they cannot reclaim? However, they
cannot withold it. As Ann pointed out whoever 'owns' the report she is
entitled to
a copy of anything written about her. That would include the Ed Psych's
report.
I suggest pointing that out to the college.

<< Dear Colleagues
A student has transferred on to one of our courses from a previous
instituion and had an EP report carried out whilst she was still a
student there but in the process of transferring.
I have contacted the institution to ask if they would send a copy of
the
report to the student. They are refusing, saying that the student had
it carried out when she knew that she was transferring, that the report
is their property as it has not been physically handed over to the
student and because the institution paid for it. My understanding is
that this is the students report, regardless of the instituion paying
for it.
I would appreciate any advice or comments.
Many thanks
