Er.....what is an EP report? Current practice here is that an assessment
for an SpLD such as dyslexia is funded by the uni but if a student were
to transfer to another institution then I (or the student) provide
copies of reports and assessment of need reports to the dis. services at
the new institution. Otherwise the student suffers a delay in getting
properly focused support set up - and frankly how does hanging on to the
report benefit the old institution? They can hardly recycle it for
someone else.

Dear Colleagues
A student has transferred on to one of our courses from a previous
instituion and had an EP report carried out whilst she was still a
student there but in the process of transferring.
I have contacted the institution to ask if they would send a copy of the
report to the student. They are refusing, saying that the student had
it carried out when she knew that she was transferring, that the report
is their property as it has not been physically handed over to the
student and because the institution paid for it. My understanding is
that this is the students report, regardless of the instituion paying
for it.
I would appreciate any advice or comments.
