It might well meet the criteria for DSA in that buying the sat nav it is
an expense the student wouldn't have incurred had it not been for their
attendance on the course, but I'd like to be a fly on the wall at the
LEA when that report arrives.

I recently asessed a student whos course requires them to undertake
extensive travel as part of their placement in areas they are not
familiar with. As such, a request was made for satellite navigation on
the grounds that the student is dyslexic and had particular problems
with directions. Anyone any experience with this and is it outside
realms of DSA.
